What sets James Blair apart is his combination of educational qualifications, practical business experience, and direct knowledge of municipal governance and provincial legislation.

Alongside his career in public education, James is also a small-business agricultural operator and sharecropper. His experience combines practical, real-world knowledge with a strong understanding of the legislative framework that shapes municipal government and land-use planning.

 

He has developed working knowledge of the Ontario Municipal Act and several other key provincial statutes, including the Ontario Drainage Act (and its predecessor, the Ditches and Watercourses Act), the Nutrient Management Act, the Fence Viewers Act, the Conservation Authorities Act, the Residential Tenancies Act and Landlord and Tenant Board process, and the Construction Lien Act.

James has also participated in proceedings before the Ontario Superior Court of Justice, where he was recognised by a Superior Court Judge as a friend of the court (amicus curiae). This experience has strengthened his understanding of legal processes, statutory interpretation, and the practical application of provincial and municipal legislation.

​

In addition to his knowledge of provincial legislation, James is familiar with important federal statutes that directly affect the City of Pickering, including the Canada Transportation Act (CTA) and the Railway Safety Act (RSA). This knowledge is particularly relevant as Pickering continues to evaluate major transportation initiatives, including the proposed Alto high-speed rail corridor, the city's existing freight rail corridors, and the expanding GO Transit network.

James's knowledge of the Ontario Drainage Act also provides him with a practical understanding of one of the most significant long-term challenges facing both existing and future communities—surface water and subsurface drainage. Through both legislative knowledge and hands-on agricultural experience, he understands the legal responsibilities governing drainage systems, municipal infrastructure, and neighbouring landowners. This equips him to recognise and navigate the complex engineering, legal, and civil issues that can arise from inadequate drainage planning, flooding, and stormwater management.

As Pickering continues to grow, this expertise will help inform responsible decision-making that protects residents, property owners, municipal infrastructure, agricultural lands, and neighbouring municipalities from potential drainage-related risks while supporting sustainable growth and ensuring that development proceeds in a responsible, environmentally sound, and legally compliant manner.

​In addition to his regular teaching responsibilities, James, along with other members of the Dunbarton High School community, has managed a Ministry of Education program for the past 15 years that operates alongside the standard Ontario curriculum. This specialised SHSM (High Skills Special Major) program is designed to promote sector-specific training, certifications, education, and reach-ahead opportunities that connect students with employers and industry leaders across a broad spectrum of Health and Wellness employers and firms.

​In this role, James is responsible for budgeting, capital acquisitions, sector partnerships, training and certification coordination, and ensuring all expenditures align with Ministry expectations and guidelines. Furthermore, as the OSSTF Health and Safety Representative, he is responsible for ensuring employer compliance with Ontario health and safety regulations while advocating for the well-being and physical safety of both staff and students. James is also the School Community Council staff representative from 2018 to the present.

​James is known in the Pickering and surrounding communities for his continuous, proactive approach, promoting and ensuring a safe and welcoming learning environment for all members of the Dunbarton High School community.

James truly believes that teaching theory is one thing; however, helping individuals develop the communication, social, and professional networks needed to apply that education in practical ways is equally important—if not more so—than theory alone.

1. Advanced Executive Leadership & Strategy

·         Strategic Decision-Making: Through an MBA in Leadership and Innovation, he has developed an understanding of organisational leadership, governance, operational management, and long-term strategic planning.

·         Financial & Budgetary Management: Managing Ministry-funded educational programs demonstrates experience in fiscal responsibility, public-sector accountability, budgeting, and resource allocation. Combined with operating within the agricultural sector and managing rental property matters, this reflects experience handling both institutional and private-sector financial responsibilities.

2. . Experience in Financial Oversight, Taxation & Risk Management

·         Agricultural & Corporate Taxation: Experience navigating complex Canada Revenue Agency farm taxation rules, principal residence exemptions, Lifetime Capital Gains Exemptions, and HST/GST requirements has provided him with practical financial management experience.

·         Commodity & Market Analysis: Agricultural operations require ongoing analysis of commodity markets, supply-chain logistics, production costs, and risk management.

·         Asset & Property Management: Experience with rental properties has also provided practical experience in tenant relations, property management, and cash flow considerations.

3. Regulatory, Public Policy & Land-Use Expertise

·         Municipal Law & Zoning Compliance: Direct experience dealing with land-use matters, municipal bylaws, and regulatory compliance has provided me with practical insight into local government operations, property rights, and municipal decision-making.

·         Political & Legislative Understanding: With a university education in Canadian Politics & Political Science, with a focus on Canadian federalism, providing James with a strong understanding of how municipal legislation is developed, how public policy functions, and how to navigate political and regulatory systems effectively, as outlined in Section 92(8) of the Constitution Act of 1867.

·         This theoretical basis is further supported by numerous years of serving as an elected board member on many different EDA boards for both the federal and provincial electoral district associations in Ontario, including Pickering-Uxbridge EDA, and, from 2018 to 2023, as the EDA secretary for MPP Peter Bethlenfalvy, our current MPP and Minister of Finance. James's hands-on experience includes his second-place finish in Ward 1 in 2022 among eight (8) candidates.
